Everyone is involved in helping pay for the system through payments ranging from insurance premiums to taxes, to the prices we pay for goods and services. Hamilton describes how the current system works. He then introduces some of the major recommendations of the commission, and discusses how instituting the changes would dramatically reduce delays, backlogs, and costs.
