While acknowledging the benefits of social programs, he posits that an inefficient welfare state has been created through unnecessary regulation. He proposes an alternative program that would treat equally everyone who is truly in need and eliminate the incentives to remain on welfare indefinitely. Citing instances of questionable social engineering, like affirmative action, he stresses that the United States must maintain a system that rewards excellence and involvement.
