Under existing congressional procedures, there is literally no way to achieve a limit on spending. Review and reform of Congress' ability to develop and legislate fiscal policy is overdue. He goes on to explain how the $250 billion figure was determined. Sticking to that ceiling will prevent a tax increase and inflation.
