He explains why the CIA is important and addresses the issue of public support for the CIA. The CIA has proper controls and congressional oversight; further micro-managing would compromise the CIA's secrecy, which is necessary to maintain credibility and security. Without proper security, intelligence sources have no reason to trust the CIA with information; this is comparable to the secrecy given to journalist's sources.
