Because the Soviet Union is going through an industrial revolution, and world stability is important to its industrial growth, the chances of a direct conflict are decreased. China is seen as a much greater concern. The U.S. needs to maintain a buffer zone with the free nations of Japan and others in southeast Asia to assist in bottling up China‘s submarine threat.
