Two programs are simultaneously on this tape. The Luce talk is full-track, with a second, half-track program recorded over it at two-times speed.

Luce believes the United Nations has not lived up to the four main purposes stated in its charter. She argues the United Nations is worth supporting, but not subsidizing, because it has a small annual cost, serves as an outlet for small member nation grievances, presents some record of success, and serves as a symbol for world peace through international cooperation.
