Cohen believes that in international affairs there are two questions, (1)

what should be our goals? and (2) what are the goals? He sets the criteria

for setting goals should be our national interests, listing the interests

of the United States as continuing to exist, having no rivals in North

America, no rivals in the Western Hemisphere, no one state dominating East

Asia, no one state dominating Cental and Western Europe, and no one state

dominating any continent. In the process, he looks at actions of the

Founding Fathers and past presidents. He believes the U.S foreign policy

debate deals with questions of morality when it should be dealing with

questions of survival.
