Responding to a domestic policy speech Senator Goldwater gave in New York, Senator Abraham Ribicoff speaks on federal-state partnerships. He argues they are not federal takeover attempts, but institutions that bolster programs states control. He scolds those who criticize government spending, yet readily use and take the products of that spending. He further argues that Americans have always helped each other in times of need, and that doing away with safety net and other social spending programs would be the radical option. During the question and answer session, Ribicoff speaks about foreign policy questions from an organization that hosted Goldwater the previous day.
