The revolution in Southeast Asia is inspired by Western ideas. The United States should offer aid to the newly independent countries in Southeast Asia on the basis of the general good rather than imposing its own ideas on these countries.

Fisher's biography includes: Professor of history, Stanford University; chairman of the directors, Hoover Institution, 1943-52; chairman of the advisory board, Hoover Institution, 1952-55.
