Chennault states that United States has been treated with more misinformation about China than about any other subject. He declares that the war in China is not just a civil war and that the Communists all along have had the active assistance of the Soviet Union. He states that the government formed by Chinese leaders does not represent the common people any more than the government of Russia represents the common people of that nation. Chennault expresses his belief that placing the hope of thwarting Communism in Asia on India is not a feasible plan. He states that four questions are vital to determining the US policy on China: (1) Is it too late to halt communism in China? (2) If it is not, what can US do? (3) How? (4) How much will it cost? Chennault discusses each of the above questions in detail and states that China can be defended from Communism if US furnish the defenders of western China with arms, ammunition and money.
