Havenner states that the manner in which the Congress organizes itself would have a very important influence on the kind of legislative program that could be expected. He talks about the importance of The Rules Committee of the House and how during his entire tenure no representative from the Pacific Coast was appointed to the Rules Committee. He states that,on the opening day, efforts would be made to limit the jurisdiction of the House Committee on Un-American activities.He states his belief that eternal vigilance is the price of liberty and that officials must be constantly on alert to protect the liberties of American citizens against the menace of hostile ideologies. He also expresses his views on various legislations that has already been passed and on some that would be passed in near future. He declares that liberal democrats are the true enemies of communism, fascism and all other forms of totalitarianism.
