Oreffice discusses the impact of government overregulation on the economy and employment, using Dow‘s experience in California as a springboard. In 1975 Dow measured the total cost of all forms of government regulation on U.S. business at $147 million; a year later those costs grew to more than $186 million. He explores the effects of this on innovation, and lists six action items for members of the audience.
