Description

Hayakawa discusses his position on the forthcoming SALT II (strategic arms limitation treaty) talks. He talks about nuclear bomb delivery systems and ways to approach nuclear defense. The assumption behind the SALT negotiations is that both sides would accept parity because then neither side would be tempted to wild adventurism. Yet the SALT agreement has left the United States at a permanent disadvantage. Hayakawa cites four objections to the current agreement. He summarizes by stating that negotiating strategic arms limitation "is no job for invertebrates."
