Description

Alexander describes the active, volunteer U.S. Army. The quality of its soldiers is improving. Recruiting and retention in the Army National Guard and Army Reserve, however, has been less successful. Women are playing an increasing role. The Army has many responsibilities--and costs--in caring for its people, including education, health care, and family services. Civilian hires should be used to relieve soldiers of non-military duties. Switching tacks, Alexander discusses the Panama Canal treaty, which he thinks is a fair agreement that protects U.S. security interests.
