Speaker Riles, Wilson C.
Date CreatedOctober 07, 1977
Description

California‘s AB 65, the Serrano School Finance bill, passed by the legislature, takes a substantial step toward equalizing financing in California‘s schools. This bill grew out of a lawsuit by John Serrano in which he claimed his son was not getting an equal education because he lived in a poor community. The bill makes it possible to put money where the children in need are located, allows parents to have a greater voice in the schools, and provides accountability to parents. Riles discusses community participation in education, California‘s archaic high schools, student examinations, and successful school-community programs in San Francisco and Chicago.
