Wurf asserts that the labor movement in the United States essentially accepts the capitalist system. He compares public employees to employees in private industry. Public employees consistently earn less than private employees in wages, benefits, and pensions. In another area, the financial problems of state and local governments represent a national crisis. A national dialogue on the need for comprehensive reform of the tax structure in our cities and states is overdue. The income tax can be the most progressive tax, though in many states the state income tax is recessive. California is one of the better states in terms of state income tax; it still relies heavily on sales and property taxes. The sunbelt cities are prospering while older industrial cities are deteriorating; members of Congress from the sunbelt must accept their national responsibility to provide aid where it is needed. Wurf suggests that federal intervention is needed, and proposes that the federal government leverage revenue sharing to encourage states to adopt progressive tax structures.
The program ends abruptly at the end due to the tape running out. The audio quality is also patchy in the beginning and end due to deformation of the original tape.
