Description

For months Woods has wanted to discuss the issues relating to welfare administration and reform. California was not included when President Carter‘s advisory group explored changes in the welfare system. Woods talks about how California was overlooked. He asserts that the advisory group lacks experience and needs diversity in representation. Woods wants to see changes to the welfare system using measured, deliberate attempts to eliminate what is wrong while preserving what is right. Any changes in welfare will affect more people than the 25 million who receive welfare benefits and the many thousands more who work in welfare programs--it will affect businesses, where welfare recipients spend their money. Woods discusses how his agency protects the integrity of and addresses inefficiencies in welfare programs. He explains how Aid to Families with Dependent Children (AFDC) works, and closes with an outline of the ideal welfare program.
