Congress tied the chairmanship of the Consumer Product Safety Commission to that person‘s term as a commissioner, so Byington looks forward to being an active participant in regulatory reform over the next two years. He believes that it is time to restore the creative partnership between public and private sectors. Government reorganization, social accountability, the Sunshine Act, Washington jargon, Congressional oversight and authority, civil service reform, and the office of public counsel for each federal agency are among Byington‘s topics. He suggests a threefold approach to enhance public participation in the regulatory decision-making process. Three basic managerial tools--the ability to hire, demote, and fire--have been eliminated from the civil service.
