Overpopulation creates many problems, including an inadequate amount of food, which is often defined in Malthusian terms. Unemployment and environmental degradation are its most serious manifestations. A booklet by the Worldwatch Institute describes twenty-two ways in which excessive population growth endangers humans. The principle obstacles to combating population growth are administrative incompetence and bureaucratic inefficiency. Green also discusses the World Population Plan of Action, adopted at the Bucharest conference in 1974. The United States can only provide assistance and offer or recommend leadership support and innovative approaches. For example, the United States has played an essential role in family planning.
