The government of Ontario, Canada, imposed strict limits on public spending and borrowing, and capped the capacity of Ontario Hydro to meet expected growth in electricity demand. About a third of Canada's population live in Ontario, and Ontario Hydro is the second largest utility company on the continent. Ontario Hydro has been a world leader in the development in nuclear electricity. The choices facing California and Ontario in electricity production are similar. Forecasting the demand of electricity can be a risky business, and the cost of being short can be considerably more expensive than the cost of being over. It is of utmost importance to conserve energy. Customers must learn to save energy now, or prepare to pay later. Realistic pricing is an important contribution; we must curb our appetite for resources and manage them prudently.
