Donovan was an American lawyer and educator; associate general counsel, Office of Scientific Research and Development, 1942-1943; general counsel, Office of Strategic Services, 1943-1945; assistant to American chief prosecutor, Trial of Major German War Criminals, Nuremberg, 1945; negotiator of Abel-Powers spy exchange with the Soviet Union and of the Cuban prisoners exchange following the Bay of Pigs; president, New York City Board of Education, 1963-1965.
