Description

Pesonen expresses concern about the safety of nuclear power and argues for the Nuclear Safeguards Initiative bill, which would require California to meet certain conditions before continuing its nuclear power program. The bill would repeal the Price-Anderson act, which limits the liability of private industry if a major accident occurs at a nuclear plant. It would also require the legislature, assisted by a technical committee, to determine as safe both nuclear reactors and long-term storage of nuclear waste. If the standards could not be met, then the bill would serve as a moratorium statute. Pesonen argues that if a moratorium resulted, it would ultimately be good for California's economy.
