In his former post Mr. Moynihan had been the architect of the Family Assistance

Plan (FAP), discussed on Firing Line #170 and the subject of his latest book, The Politics of a Guaranteed Income: The Nixon Administration and the Family Assistance Plan. A rich discussion of private charity and government efforts to help the poor, the politics of trust, and much else. One sample: DPM: "This is a book which will, I'm afraid, be reviewed as a book of politics. It's a book about politics. I've had the experience of being in government and out, and trying to make that distinction is not always easy, but it's certainly a distinguishable condition. And this is written as a professor of government about processes of government, processes in which I was involved. So I have to declare my interest in the beginning, but I would hope to be objective about it."
