The problem, Maksoud argues, lies with the Zionist ideology of Israel, which is sugar-coated colonialism. Israel's delaying tactics, he warns, could lead to a "situation of total paralysis" by 1977. In closing, Maksoud talks about economic issues of OPEC oil production, and expresses a desire for new humanism and understanding, rather than discrimination, in the Middle East.
