Description
Commenting on California's judicial selection and other court procedures, Kline points out several problems. He believes that judges should be selected by nonpartisan election rather than being appointed by the governor. He blames the court system for creating the congestion that plagues courts. Kline then offers some alternatives to the current system which would help relieve the congestion.
