Description

McCarthy begins by explaining logistical reform in the California Assembly, where a number of changes have reduced the total number of bills and the logjam of bills at the end of a session. This saves time and money, as well as lowering the likelihood of bad bills slipping through. Because of lower revenue estimates than originally anticipated, McCarthy has implemented a hold on spending bills until California's spending power is determined. He lists a few of the problems facing the state and concludes that his legislation reforms will help solve them.
