Description
Balzano's focus is the value of volunteering. Volunteerism is part of the American character. ACTION helps mobilize volunteers to participate in a variety of community programs, and it stimulates interest of local citizens to create new approaches to solving human needs. His goal for volunteerism is to move power out of Washington, and move staff from central locations to the communities, where staff will have knowledge of local problems. One problem with volunteerism is that it can be very costly. It depends on people giving up some potential income. Programs are based on human beings, on the concept that the community is greater than the sum of its parts.
