Dr. Henry Aaron, Assistant Secretary of Health, Education, and Welfare for Planning and Evaluation for the Carter Administration, and Dr. Rudolph Penner, resident scholar at the American Enterprise Institute, discuss ways of avoiding bankruptcy of the Social Security program.
