Juniors and seniors at Edison, Stag, and Franklin high schools in Stockton ask Governor Ronald Reagan questions about political issues in California in 1974. Some of the questions asked relate to the tuition increase at state colleges, gas rationing, drinking age, women in politics, Patty Hearst kidnapping, state lottery, mental hospitals, Peripheral Canal, and the desegregation lawsuit filed against a Stockton school. The program is unrehearsed and occurs in a TV studio. High school students were selected (rather than college students) on the theory that they lived with their parents, had not been exposed to liberal college professors, and would therefore be more polite and less radical.

Before the program, a public service announcement on bicycle safety from the Office of Traffic Safety, State of California, features baseball player Frank Edwin "Tug" McGraw Jr. riding a ten-speed bike.
