Meeting in London, the Congress, which was organized by the NATO Parliamentarians' conference -- discussed the relations between NATO countries and the free and uncommitted world, between NATO countries themselves, and between NATO and the Communist bloc.

It was opened by Queen Elizabeth of England; Prince Bernhard of the Netherlands gave the summary and concluding remarks. Excerpts from these and other prominent speakers from Europe and the U.S.A. are linked by narration of Lloyd James.
