Commissioner Pudinski details the operations of the California Highway Patrol (CHP) and debunks many popular misconceptions about the organization.
He starts with how law enforcement has traditionally been viewed with distrust and fear, enforcement is cynically seen as a revenue center. He states the CHP is not engaged in this, nor should it. CHP funding comes not from enforcement (traffic tickets) but rather from vehicle license fees.
He goes beyond this to claim that the CHP does not exist for law enforcement. The CHP is dedicated to the prevention of traffic accidents and elimination of congestion. Traffic safety is a priority.
In the process, he argues against the use of statistics to evaluate the performance of law enforcement organizations and officers.
He then criticizes federal vehicle inspection requirements.
