Phase IV is a system "designed to moderate the rate of inflation while minimizing adverse effects on supply," thus stabilizing the domestic economy of the United States. Phase IV does not answer all America‘s economic problems, but "we want them [the Phase IV rules] to be the best rules possible to restrain inflation without impeding production."
