The United States, and especially California, faces an energy crisis, argues Flournoy. With demand in California rising for all types of energy--gas, oil, electricity--at a rate of 8 to 8.5 percent per year, he says it must significantly increase output while also putting conservation measures in place. Energy conservation must be addressed on federal, state, and local levels to be effective.
