Brown gives his opinion on why there is a lack of confidence in government. Factors include paying a higher amount taxes than services returned, using schools and juvenile crime rates as a focal point, lack of action by the governor and legislature on environmental issues, unresponsiveness to environmental impact issues, government structure, and the need to revamp the twenty-year-old Freeway Master Plan for improving California transportation.
