Alsop addresses the Chinese response to the Soviet build-up of troops along the China-Soviet border. China cannot afford to cope economically with military defense programs and will need to address the balance between population growth and increases in production. If China is able to curb military spending and apply this money toward domestic programs, it could become a dominant world power.
