Can any centralized system of city government can adequately represent attitudes in neighborhoods? Berkeley is trying to balance the power of neighborhoods and city government. The objective of government is to create an efficient government structure that successfully provides services to its citizens and address urban problems. Berkeley is trying to create a structure based on everyone's cooperation, so the competition is against problems, not each other.
