Description

Ingram vehemently criticizes the nationalization of railroads, saying the administration does not want this. Citing various railroads throughout the country that became the property of some government by defaults, he is most concerned about nationalization that occurs. He is not as concerned about nationalization of railroads by a conscious act of Congress.

Ingram proposes modernizing equipment, applying new technology to rails and rolling stock, making federal loans available to the railroads, abandoning low-density and branch lines, developing a national computerized freight car system, replacing the rate-making formula, and designing for the future new high-speed systems. The goal of these seven points is to make railroads attractive to new capital investment.
