Ingram vehemently criticizes the nationalization of railroads, saying the administration does not want this. He is not as concerned about nationalization of railroads by a conscious act of Congress.
Ingram proposes modernizing equipment, applying new technology to rails and rolling stock, making federal loans available to the railroads, abandoning low-density and branch lines, developing a national computerized freight car system, replacing the rate-making formula, and designing for the future new high-speed systems. The goal of these seven points is to make railroads attractive to new capital investment.
