The United States is the best housed nation in the history of the world. Despite this, Hunter cautions that the solutions to urban problems will come slowly. He questions whether our urban problem will ever be solved by a grand plan because of the complex social, economic and political factors in cities. Rather, the urban crisis will be solved in fits and starts, sometimes haphazardly, as opportunities are presented.
