Kagel discusses the techniques used in the collective bargaining process, with special reference on a new technique, mediation-arbitration. The accepted techniques are negotiation, mediation, arbitration and direct economic power. Compulsory arbitration and final offer selection are being proposed. Mediation-arbitration might be acceptable to both labor and management.
