Despite the extensive economic interconnections, political relationships, and diplomatic influence of the United States, it is against our visible military capability that our relative power status will be measured. Zumwalt says the U.S. Navy has been sliding steadily downhill, and will become inferior to the Soviet navy. Naval power is the form of military power most relevant to the international security issues the U.S. will face in the coming decade.
