Jordan believes there is persuasive evidence that the Second Reconstruction--the dismantling of segregation and the further extension of basic civil rights to African Americans--is coming to and end. He argues it seems doomed to be unfinished, and that would be tragic for black people, with busing the issue that could determine whether the Second Reconstruction comes to an end.
