Moe introduces California's role in the development of a multi-modal transportation system and its effects on the total transporation effort. The new California Department of Transportation will incorporate all the personnel, programs, and activities of the Department of Public Works and Department of Aeronautics. In addition, a new division of Transportation Planning will assume some planning functions and will be responsible for state multi-modal planning.
