Younger believes criminal laws are no longer working with long delays before prosecution and claims of incompetent lawyers stoking the appeals process. He calls for more judges. He notes he submitted a court reform package to the state legislature a year ago, but much of it was rejected. He says legislation cannot solve all of the court problems, but the proposals will help make the system work.
