Bortz speaks on the cost of the American health-care system. He says the
system needs to replace disease management with health management, placing
the emphasis on healthy living and prevention of disease. He laments how
Americans do not know how healthy or unhealthy they are. He says your
health account is dependent upon four areas: design, accidents, age, and
management. He notes the transition from acute to chronic problems is
affecting people's well being.
Bortz then makes the case for
extending health benefits coverage. He says the cost of health care is
also impacting other areas of the economy (examples he uses are teacher and
manufacturing jobs). He calls on Governor Schwarzenegger to declare
California a healthy state and to pay for health, arguing the increased
productivity will pay for it quickly.
In the Q&A, he says in the
current system, prevention does not pay. He advocates economic incentives
for promoting health. He believes health cost rates should be risk rated.
