Los Angeles Chief of Police Williams speaks for a little over twenty minutes about what is needed of law enforcement. He argues that strategic planning is the most important thing. He calls for a more business-like approach to law enforcement, saying it can be managed like a for-profit business. As a part of this, he advocates community policing. He wants to change police departments from reactionary organizations into proactive bodies to prevent crime.
