Description

Speaking after ending his campaign for President of the United States, Governor Wilson looks at crime in California. He argues that parents are not properly civilizing their children, which leads to the children becoming criminals. He believes parents should not breed if they are not capable of raising children. He calls for welfare reform to change incentives to have too many children. The talk runs for about 20 minutes.
