Hamm outlines California's budgetary conflicts. He describes the imbalance between state expenditures and state revenues. The deficit is getting larger, which will force the legislature to choose which state or local programs to sustain. Revenues in the transportation sector are decreasing. Federal funding does not last forever; therefore, the California legislature will need to decide if the state budget can afford to cover individual programs, such as the ones that cover local residents' college tuition or operating cost of correctional facilities. In conclusion, Hamm states that Californians should focus more on good results rather than goals when deciding how to spend their tax dollars on programs.

Following the program, the tail end of the July 22, 1980 talk by Leonard Woodcock is briefly heard. The audio is like this on the source tape. It is highly likely the Hamm program was recorded over a tape originally having the Woodcock program.
