Kemp focuses on the excessive pessimism he sees in public policy makers in the United States. It is outrageous to even suggest that America has reached a point at which it must give up. There are no limits as long as the ideas of the people are not limited, and the reward for human ingenuity is not suppressed. The tax code is the wedge being driven between individual effort and incentive.
