Description

Hayward speaks about needed improvements to the U.S. Navy. To explain his perspective he cites four principles. First, the navy must be offensively capable. Second, any future war involving NATO and the Warsaw Pact will be a worldwide conflict. Third, Soviet naval forces outnumber those of the U.S. Fourth, a major war will be a come-as-you-are war. Hayward suggests increasing the number and quality of naval units as well as fostering more public support.
