Description

Campbell proposes a system of incentives (and demerits) to reinvigorate governmental managers. His program, the Senior Executive Service, is targeted towards the top 10,000 federal mangers and includes a system of bonuses, merit-based pay raises, probationary periods for new employees, and a five-year "testing" term for the program itself. Campbell hopes this will program will promote civilian desires for an efficient government.
